About the Payroll Specialist - SME China Role:
In this role, you will be responsible for the successful delivery of the organisation’s payroll services in China and other countries in APAC. You will be managing internal payroll processes and managing third-party vendors that support China and various APAC payroll processes. In addition, you will also be supporting the transition and transformation of the delivery of various payroll services from China and other geographies into the Manila HR Service Centre, working closely with the HR Service Centres to deliver seamless payroll services to the organization’s employees across multiple countries and regions.

Key Responsibilities:

• Support the transition and transformation of payroll service delivery from China and different regions into the Manila HR Shared Service Centre
• Be responsible for the day-to-day functional supervision of payroll delivery, including payroll preparation and processing; updating and maintaining payroll related records and data files; and maintaining the payroll database
• Prepare and process payroll runs across geographies with a heavy focus on China
• Direct the analysis, investigation and correction of errors associated with the editing of payroll data
• Provide guidance for the recovery of applicable wage loans, relocation reimbursements, overpayments, etc., from affected employees
• Provide guidance for the processing of loans, payroll adjustments, paychecks, benefit adjustments, special bonus awards, and commission payments
• Manage the preparation and processing of manual checks, garnishments, levies, and child support payments in a timely manner and according to regulations
• Work directly with payroll system programmers on enhancements and maintenance to the payroll system
• Supervise special payments made to employees, tracks payments to be grossed-up and ensure proper gross-up is applied when needed
• Be responsible for the correct deduction of country, provincial, local taxes from employees’ wages
• Identify system enhancements and solutions to programme problems
• Support the alignment, standardisation and improvement of the payroll processes
• Prepare and organise year-end activities within the team
• Audit and reconcile the payroll in accordance to established SOX and internal controls

To succeed in this Payroll Specialist - SME China role, you must have experience working payroll systems and management particularly in China Payroll Delivery and preferably be fluent in Mandarin (especially spoken).

Key Requirements:

• Bachelor’s Degree in Human Resources, Accounting, Business Administration, Engineering or other related fields
• Must have experience in China payroll for candidates fluent in Mandarin
• Minimum of five years of experience in China payroll for non-Mandarin speaking candidates
• Demonstrated experience in managing China payroll operations, systems, and regulatory requirements is required
• Attainment of, or the significant progress towards, the Certified Payroll Professional designation is highly desired
• Strong people management experience is preferred
• Working knowledge of China HR policies, practices, and procedures is required
• Experience with International Payroll with stint in China Payroll is highly desirable
• Experience in using/managing one or more of the following systems is strongly preferred: Immedis Payroll, Service Now, Workday, Kronos
