A leading organisation is seeking a Human Resources Manager to oversee the full spectrum of HR operations for its holding companies and multiple project sites in Manila.

As a Human Resources Manager you will be responsible for orchestrating comprehensive HR operations across both office environments and project sites.

What You'll Do:

This role offers you the opportunity to be the single point of contact for all HR matters, from payroll coordination and expatriate document management to recruitment support and office administration. You will play a pivotal part in ensuring seamless HR processes across a diverse, multi-national workforce, while also supporting the Country Manager with office management responsibilities.

  • Serve as the primary liaison between the holding company and outsourced payroll service providers, ensuring monthly payroll inputs are accurate, complete, and submitted on schedule for all employees.
  • Collect, verify, and consolidate payroll data each month including new hires, terminations, salary changes, overtime, allowances, deductions, leave adjustments, and project site per diem for all staff.
  • Review draft payroll outputs from the provider before final processing by cross-checking against approved salary schedules, employment contracts, and HR system records.
  • Coordinate with accounting teams to ensure payroll cost allocations are correctly distributed to each project site's cost centre.
  • Manage the employee expense reimbursement cycle by collecting claims, verifying receipts and policy compliance, and submitting for processing.
  • Respond promptly to employee payroll queries in a professional manner while escalating discrepancies to relevant parties as needed.
  • Maintain and update all employee records such as employment contracts, personal data, emergency contacts, benefit enrolment forms, performance appraisal records, and disciplinary files with strict confidentiality.
  • Administer the employee leave management system by processing annual leave requests, maintaining leave balances, coordinating coverage with line managers, and handling sick/maternity/paternity/unpaid leave.
  • Conduct onboarding for new joiners including preparing employment contracts, coordinating IT setup/access requirements, delivering HR induction sessions, communicating company policies clearly, and ensuring Day 1 readiness.
  • Manage offboarding processes such as resignation/termination paperwork, exit interviews, clearance checklists, final pay computation coordination with payroll provider, and equipment handover.

What You Bring:

To excel as a Human Resources Manager you will bring proven experience in managing complex HR operations within multi-national or project-based organisations.

  • Bachelor’s degree in Human Resources Management, Business Administration, Psychology or related field is mandatory for this position.
  • Professional HR certification is considered an advantage but not required.
  • 8-10 years of progressive experience in human resources within a corporate environment with at least 2–3 years at supervisory or managerial level is expected.
  • Prior experience managing HR for both office-based professionals and construction/project site workforces is strongly preferred due to differing working conditions and compliance requirements.
  • Hands-on experience managing expatriate work permits and visas in the Philippines is mandatory including preparation of visa applications and renewals.
  • Experience working with outsourced payroll providers including inputting monthly payroll data, reviewing drafts for accuracy/compliance issues is essential.
  • Exposure to recruitment processes from job posting through offer stage including working with executive search firms/headhunters is highly valued.
  • Proficiency in English and Filipino (written/spoken) is required for drafting documents/communications with international colleagues/management.
  • Working knowledge of Philippines Labour law (including Social Security/Revenue Code provisions on personal income tax/Immigration laws) is necessary for compliance purposes.
  • Advanced proficiency in Microsoft Office (Word/Excel/PowerPoint) for contract drafting/payroll data analysis/HR presentations is expected.
