Payroll Operations Manager
A leading organisation is seeking a Payroll Operations Manager to join their Shared Services Centre (SSC) in Quezon City, with an initial focus on managing payroll operations for approximately 6,000 employees in the Philippines.
The Payroll Operations Manager role offers a unique opportunity to shape and scale regional payroll service delivery across Asia, progressively onboarding countries such as Singapore, Indonesia, and China into a unified SSC model. You will be at the heart of transforming payroll processes, ensuring accuracy, compliance, and continuous improvement while building scalable systems and fostering a culture of excellence.
What you'll do:
As Payroll Operations Manager you will play a pivotal role in shaping the regional payroll landscape within the Shared Services Centre. Your day-to-day responsibilities will involve:
- Lead payroll operations for all countries transitioned into the SSC scope by managing delivery according to agreed calendars, service standards, controls, and SLAs.
- Ensure accurate and timely execution of payroll cycles across multiple countries while respecting local statutory requirements and operational nuances.
- Monitor payroll performance metrics including open issues, late inputs, rework volumes, case trends, and root causes by country and cycle.
- Act as the primary escalation point for payroll-related matters within the SSC scope, providing guidance and resolution for operational challenges.
- Support phased transition of payroll activities from local teams or vendors into the SSC model by documenting current-state processes and defining future-state operating models.
- Coordinate knowledge transfer sessions, process mapping exercises, parallel runs, testing phases, cutover activities, and post-go-live stabilisation for each country onboarded.
- Identify country-specific risks, dependencies, control gaps, and operational constraints prior to transition to ensure smooth integration into SSC operations.
- Oversee end-to-end payroll execution including preparation, validation, approvals, finalisation, salary computation, statutory deductions, allowances adjustments, final pay processing and post-payroll activities.
- Maintain strong maker-checker controls through reconciliations, variance analysis, exception reporting and audit trails to uphold compliance standards.
- Build and maintain standardised SOPs, SLAs, calendars, checklists and internal control frameworks while driving continuous improvement initiatives.
What you bring:
The ideal candidate for Payroll Operations Manager brings extensive experience managing large-scale payroll operations preferably within shared services BPO or multinational environments.
- Bachelor’s degree in Accounting Finance Human Resources Business Administration or related field is required for this position.
- 8 to 12 years of proven experience in high-volume payroll operations with strong expertise in Philippine statutory requirements calculations deductions final pay processing and compliance.
- Regional exposure to multi-country payroll operations in Asia is highly preferred especially experience transitioning countries into shared services models.
- Experience working within shared services BPO outsourcing or multinational HR environments is strongly desirable due to the complexity of this role.
- Demonstrated ability to manage transitions migrations or onboarding activities involving process mapping parallel runs testing cutovers stabilisation phases.
- Proven track record of managing payroll teams under strict deadlines workload planning resource allocation backup arrangements and developing team capabilities for multi-country coverage.
- Familiarity with payroll systems HRIS timekeeping tools system integrations; experience with Oracle HCM Denarius or similar platforms is advantageous but not mandatory.
- Background in labour-intensive operationally complex or high-volume sectors such as security logistics manufacturing retail outsourcing or services is considered an asset.
- Deep understanding of payroll controls reconciliations audit trails risk management stakeholder engagement across HR Finance Operations IT vendors country teams.
- Exceptional analytical skills attention to detail accuracy confidentiality customer service orientation balanced with process control compliance discipline clear communication influencing abilities.
